The essence of compiling emergency response guidelines is to integrate scattered emergency experience into a standardized action manual that can be aligned by all relevant parties. The core logic is to first understand your own risk profile, then assign the handling link to specific people, and finally use actual measurements to correct the fictitious content. Do not just use the general templates on the Internet. Such guides that are divorced from reality will not be used in the event of an accident.
Don’t rush to search documents for reference before doing it. Spend a few days in the scene you want to serve. When I was working on a gas emergency guide for a long-established business district in the core area of the city, I spent the first three days in various restaurants counting the gas tanks in the kitchen, checking whether the pipelines had been modified privately, asking the boss how often he checked the pressure reducing valve, how long it would take to drive to the nearest gas repair point, and whether the only two fire escapes in the business district would be blocked by takeaway trucks during peak hours. Instead, you should map different levels of dangers to the specific actions of specific positions. For example, if there is a gas leak, if there is an odor in the kitchen but no open flame is seen, the store clerk should close the valve and open the window first, and the store manager should report it to the security officer of the business district at the same time; if an open fire has broken out, the store clerk must evacuate to a safe area first, the security officer must immediately turn off the gas main valve in the entire area, and the property management company should simultaneously call the fire alarm and make emergency repairs. What everyone should do is clearly written, so that a group of people will not wander around and not know what to do when something goes wrong. There are actually different voices in the industry here. Some people think that writing too detailed will limit the flexible disposal rights of on-site personnel. If they encounter special situations that are not written down, they will easily freeze. We usually add a safety clause at the end of the guide to make it clear that the highest-ranking on-site personnel can adjust their actions according to the actual situation. Writing the first draft is not complete. You must invite all the characters involved to run through the whole process. Don't just go through the cutscenes and then be done. Oh, by the way, the guide is not meant to be written once and for all. For example, if a hot pot restaurant with large gas consumption is newly opened in the business district, or the surrounding emergency repair points are moved, or even the surrounding road construction changes the access route, the content must be updated in time, just like the mobile phone system must be updated regularly, otherwise it will not be able to keep up with the new risk situation after a long time, and it will be troublesome if it is lost when it is really needed.
